Are Social Media Rules Enough to Contain AI Content?

Examining social media’s existing guidelines and whether they can handle the rapid growth of AI-generated media

Tech platform policies on labeling AI-generated images and videos remain a moving target as companies adjust to the rapid growth of generative AI online, making it increasingly challenging for people to discern what’s real on social media.

Generative AI, once the domain of experimental tech enthusiasts, has now entered the mainstream, blurring the lines between reality and digital fabrication. This surge in generative AI content has prompted tech giants to implement guidelines on their platforms and join coalitions to set industry standards. It’s not just about keeping up with the times; it’s about preserving trust in a world where digital and real often collide.

Major tech companies like Meta, Google, and TikTok have outlined policies for labeling AI-generated content, each striving to maintain transparency while adapting to the evolving technology. Meta, Google, and TikTok all claim that content produced with their own AI tools will be labeled automatically. However, content generated with external AI tools and posted on these platforms is harder to label accurately.

YouTube requires disclosure for any “content that is meaningfully altered or synthetically generated when it seems realistic.” While “beauty filters” are permitted, generating an entirely new face is not. If creators fail to label their AI-generated content, YouTube says it will apply the labels itself and potentially remove the content or suspend users from its partner program.

TikTok mandates labeling for any content that “contains realistic images, audio, and video.” This includes content edited “beyond minor corrections or enhancements,” such as showing a subject doing something they never did or saying something they never said. Any use of face-swapping apps must also be labeled.

Meta released updated guidelines earlier this month based on feedback from its Oversight Board. Original guidelines prohibited manipulated content that depicted fake speech and now extend to falsified actions. Meta will employ “industry-shared signals of AI images,” advice from fact-checkers, and user self-disclosure to start labeling content beginning in May.

Despite these efforts, it’s unclear whether any of these companies have sufficient moderation support to enforce the evolving rules and standards. A recent study by the Stanford Internet Observatory discovered that Facebook’s algorithm was amplifying AI-generated content (usually unlabeled) from accounts people don’t follow due to high engagement on those posts. The findings underscore the difficulty of distinguishing AI-generated material, emphasizing the need for clearer labeling and more robust enforcement strategies.

While the explosion of generative AI has roused excitement among tech enthusiasts and content creators alike, concerns about its potential to deceive are ever-present. Tech platforms are walking a delicate line between embracing new creative possibilities and safeguarding user trust. In an era where fiction can so easily masquerade as fact, transparency is crucial.

As tech companies continue to navigate these challenges, one thing is clear: the digital landscape is rapidly changing, and with it, the policies governing the intersection of AI, creativity, and authenticity. By staying vigilant and flexible, platforms can ensure that their guidelines evolve alongside the technology, providing a more informed and transparent experience for all users.
